When you do highlights, that is only a little bit of lightening so that when the sun shines on it, you get a sparkle of lights reflecting a brighter, lighter colour.

When you have large chunks lightened all over, that is streaking. It is often wrongly called hi-lites but that is completely incorrect. There are many different ways and effects achieved by bleaching a few or a lot of hair.

When you lighten all of your hair, there is none that will retain your own natural colour. You would do this to get an overall lighter shade. There are hundreds of different looks with this method.

Which you choose depends on what effect you want to achieve. Either way, when you remove colour, your hair will grow in the normal natural colour it always had. You will get dark roots. These need to be touched up in some way. There is nothing sadder than a blonde with dark roots! It can be expensive to be a blonde!
